The first rule in this act allow you to hold the contest in Quebec.
You don't have to pay them a fee to give free goods. No matter how you choose to give it or where you are from. You don't even have to let them know about the contest if the prize have no monetary value.
Yesterday i even wrote an email to the RACJ with a link to the contest page and asking if you'd have to pay a fee or register to hold a contest where the prize have no real value. Their answer was:

Translation: In answer to your E-mail, to register a contest, no matter where it's being held, the prize must have a value.
And why have to pay an attorney? It's all on the net.. all you need is being able to read and if unsure, make a call or send an e-mail. Isn't what an attorney would do?

The "paying fee" reason for not letting Quebec in this contest isn't valid.

Just delete all mini pets, there just online e-peens and well you ruined the item market so just delete all this crap, I hate how its part of HoM because anyone who searches for those activley needs to get out more.

Your quoting me making it pop up more. I can express what I want in a suitable way, if a mod tells me not to for a good reason then fair enough but you cant so zip it. Mini pets have killed the games market but im guessing you just got your 6th charr shaman W00T

Well, it says I won a Naga Raincaller, but they haven't sent the email yet.
I'm not really surprised or complaining, since I understand it can take time to make sure each email address is properly matched to each code.
Now to figure out where to put it. I already have more minis than I know what to do with.

Know what you mean. I Ctrl+F and when the first 3 letters matched I got all excited, pupils dilated, licked my lips, felt my hands start to perspire and then the search box turned red and my speakers made that sound. That terrible sound. 'No match found.' *sigh* One more to go though, so fingers still crossed.
